Before everything was set in stone though, something extremely important was necessary, they had to test whether the Tribulation Lightning or any kind of repercussion would happen outside of the Secret Realm.
Even if something did happen, it wouldn't lower the shine this Secret Realm was getting at the time, but they would be a bit comprehensive about the whole situation.
For that reason, in order to make sure that everything was perfectly as it should, the 4 Bright Domain superpowers ordered their newly Low Gods to take a trip outside.
It was just to test what would happen outside, not to replace them. Even if many people would like to take their places and become the new leaders, it wasn't that simple.
Forgetting the backing of the current leaders, the fact that previously they had taken only their most trusted people made it twice as much difficult.
