Roan's plan was very simple. They would take control of as many manufacturing facilities as possible, and that would give them a huge amount of supplies. They couldn't make more parts since the systems of those facilities were controlled by the Zoshia Enterprise Building. However, they could at least prevent any more parts from going to the central part of the city. Besides, there were the parts and materials that were already available in the facilities that could be used.
In a matter of minutes, over a hundred of those facilities were taken from the SANS Units, leaving the SANS Units who were protecting the Zoshia Enterprise Building without much to do. Of course, there were also facilities near the Zoshia Enterprise that the CAU Units couldn't take, especially the most important one, the Core Manufacturing Facility. But without the rest of the materials, it was pretty useless to make new robots.
