The Super-Long distance Teleport Formation was located just on the north side of the city, quite separated from the crowded parts. Not that the formation masters who made it didn't want to make it in the center, but that it would be bothersome. Such teleport formations needed gigantic areas, and using the center of the city for it would pretty much make the entire city center be occupied by the formation alone.
Yes, one could use another formation to manipulate space and create a big enough room that didn't occupy space outside. But that would be an even worse idea. The Super Long-Distance Teleport Formation alone would disrupt space to such an extent that chances were the space manipulation formation would collapse when the teleport activated.
