The Chaotic Sky Map, being an Ancient Immortal Artifact, originally wasn't so easily bound to a master, let alone bound to a member of the Demon Clan such as the Swallowing Sky Toad.
It was just that this artifact suffered severe damage during the ancient calamity and, many years after the Artifact Spirit perished, it had only managed to recover a fraction of its Spiritual Intelligence. To make matters worse, this intelligence was subdued by the black-robed man, unable to act freely.
