"It's probably to gain leverage. A large portion of the people don't want the so-called Star Map Project to be established. The spreading of the black fog makes the people feel threatened, causing them to more readily believe in the necessity of the Federation establishing the Star Map," Wolff sighed. "We, the Holy Court, have spent a lot of resources in this world, but in the end, humanity still doesn't trust us and has chosen to cooperate with the spawns."
From the Holy Court's perspective, Wolff didn't want the Star Map Project to succeed.
