Ingard was speaking of money and population increase.
"In another week, the settlement's population will permanently increase once all the villages who chose to join the settlement complete their 2-week probation periods. It is definitely a good growth spur, but not enough yet." Ingard advised.
No matter how powerful they are now, their population is still an issue.
