It's been already a few days that Arano and Onoki were preparing several improvements for Iwagakure , unfortunately they have been greeted with opposition. Despite this both man are determined to carry out their plans , to make Iwagakure great as it was before the first great ninja war, even if it mean going against the elders and other important individuals.
One of their primary objectives is to develop the village's infrastructure.The first step is to address the problem of rocky terrain in the Land of Earth.
Infrastructure upgrades are necessary , but because the majority of the land's surface is rocky it is difficult to construct roads , bridges and buildings.
That is why shinobi with earth affinity will be deployed to build roads and bridges, their jutsu allows them to finish the task faster than normal people.
However, many shinobi died during the war, and deploying more shinobi to build infrastructure will weaken border defenses.
It is also very important to prioritize education , the Ninja Academy's overall level is low mainly because it lacks founding. What is needed is to raise the level of the Academy by providing more ninja scrolls so that children can study new ninja techniques.
Another significant issue is to increasing the number of medical ninja , they are crucial for the survival and success of any ninja village. Medical ninja play a vital role in providing medical care to injured or sick ninjas , allowing them to return to the battlefield quickly. Therefore it is essential to focus on training and recruiting more medical ninja.
Arano and Onoki evaluated that by investing in these areas , they can build a powerful and successful village. They are also aware that change is never simple and force may be needed to enforce this reform.

A powerful storm is currently raging in Iwagakure a rare occurrence for the village , it's good know that all villagers are safe indoors.
The rain which is pounding against rooftops and windows fill the air , accompanied by thunderclaps that shake the earth. Despite the violence outside , each house has a feeling of serenity within its walls.
Family gather around , exchanging stories and laughs as they wait for the storm to pass. Some people use this free time for leisure to read or enjoy a hot cup of tea. Some just like the calm atmosphere.
Although not everyone can share the same feeling , a young boy named Sakaze is sitting behind a tree, shielding himself from the rain. His father had fled the village during the Second Great Ninja War and his mother is unknown, thus he had no parents.
Because of his origine everyone treated him like he was a traitor , no one wanted to be friend with him , that's why he is very lonely.
Sakaze is sitting under the tree with his eyes closed , rain falls on the leaves. He'd been all alone for years now. The other kids avoid him. But Sakaze refuse to allow their misunderstanding pull him down.
Traveling through the streets of Iwagakure is the Tsuchikage dressed as a civilian.Arano couldn't help but feel nostalgic as he walked through Iwagakure empty streets. It has been a long time since the last time he had walk on these streets in disguise, the rain only served to heighten his sense of melancholy.
The sound of his footsteps reverberated off the buildings while moving in the direction of his aim , he still had his guard up even though nobody was outside since he knew that danger can be around any corner.
He saw a bunch of kids gathered together under a roof , attempting to remain dry , as he rounded the corner. Knowing they wouldn't realize they had just seen the Tsuchikage , he smiled at them and went on his way.
The following morning, the Shōrihana clan had an important meeting. Shirachi Shōrihana , the patriarch of the Shōrihana clan, had called this meeting after losing the Tsuchikage election.
The proposed Tsuchikage candidate , Kuzuki Shorihana, was noticeably saddened after losing the Tsuchikage election.
The Shorihana clan members, on the other hand, were more concerned about what transpired during the Tsuchikage election. They knew that Elder Onoki had used his relationship to make the Daimyo vote in favor of Arano.
This was a clear case of election fraud and it was unacceptable. The clan members discussed various options on how to address this issue. They all agreed that they needed to act quickly before the situation go out of hand.
Shirachi Shorihana, the patriarch of the clan, wanted to confront the Second Tsuchikage Arano Haishori about one of his allies buying people and defrauding the election, well we can say that Arano was not surprised by this claim as he was already aware of this.
After seeing that the situation is not in their advantage , Shirachi decided to wait for any opportunity, Arano was the Tsuchikage and one of the most powerful individuals in the village it would be counterproductive to rebel against him.
Revolting against the Tsuchikage faction was unthinkable , this faction has many people with Kage strength, such as Onoki, Arano, and Han, as well as the support of many clans.
Also to be feared was the Tsuchikage new special Anbu division, the AB, which was made up of ninja and anbu who were especially loyal to the Tsuchikage.
Because Arano was anxious that their would be spy in the ordinary Anbu, the members of the AB division were specifically picked by the Tsuchikage.
The AB had numerous missions, one of which was to discover any spy in the Anbu (for example, Ninja loyal to their clan rather than the Tsuchikage). This mission would take time but once accomplished the Tsuchikage would have all of the Anbu completely committed to him, which would be extremely beneficial in the near future.
Arano and Onoki also picked several reliable ninja and merged them into the Anbu's AB division, forming two additional AB teams.
Later that day the Dorohai clan was informed by the Shorihana clan that the election was compromised. But rather than forming an alliance between their clans and fighting the Tsuchikage faction, Kotani Dorohai, the clan patriarch, preferred to remain neutral because he knew that a potential civil war would greatly weaken their village, allowing other Hidden Villages to attack them.
In comparison to the other clan leaders who were disappointed by the Tsuchikage election, Imano Haishori was in a good mood because his candidate had won the election.
Even though he knew that Onoki had used his own wealth to corrupt the Daimyo advisors allowing Arano to have the Daimyo support, he didn't really care because what matter is that a member of his clan is now in the Tsuchikage position.
This is what the clan needed after being nearly wiped out during the first and second Great Ninja Wars. Imano felt certain that the clan would be safe for the next decades.
-On the border between the Hidden Stone Village and the Waterfalls Village.
A group of rogue ninja from Iwagakure have set up camp near a forest between this two nations; since the end of the war, it has become more difficult for them to live , because of the large number of people they have robbed and killed, shinobi from Iwagakure have been despatched to kill them.
During the conflict, no one was chasing them since the elemental nations were to preoccupied with murdering each other.
The four bandits were sitting by a campfire , when a kunai with explosive tags attached to it pierced one of them, giving the other three rogue ninja just enough time to react and jump backward to avoid the explosion.
Unfortunately for them a masked man performed a ninjutsu and turned the soil they were standing on into mud, while another figure used a fire jutsu to kill them.
Two of the Rogue ninja were slain, and only the leader escaped the trap in time.
Only to find himself in a difficult situation surrounded by four masked ninja.
The Bandit commander created a clone of himself and jump forward to escape the encirclement. Using his clone to defend himself from the incoming kunais.
After which he created another clone to defend himself , successfully breaking free from the encirclement.
Unfortunately for him, one of the masked men was waiting for him to break free from their grasp , unleashing one of his most deadly ninjutsu on the bandit.
Making a few hand sign first , while behind his back a couple of sharp rock condensed, and then he used his chakra to launch them towards the bandit.
The bandit had no chance of avoiding this and got pierced by many projectiles, thus killing him on the spot.
"We have successfully taken out one more group of dangerous criminals , but it is not yet over , we still have many more groups to take care of" Said the leader of the masked man.
When the men finished speaking all figure jumped from their positions and disappeared into the forest.
This was the Anbu, because the Tsuchikage didn't trust them, he opted to have them execute standard missions like killing criminals or patrolling the borders, or even delivering letters to other hidden villages if needed.
He didn't use them in more personal issues since he didn't want the details to go out to the other clans in the the village.
