Wally intended to create a miniature Influenced Region of the Teary-Eyed Snapper for every Empyrean Snapper. This way, they would be able to produce enough Lightning Plasma Spirit Pool for their respective Settlement Leader to reach the 10-Life Stage.
That should be enough for the time being. Once Wally enters the Mystic Grade, he would increase the size of the Teary-Eyed Snappers in every Empyrean Snapper.
And he himself will use the same method to possess a completed Influenced Region of Teary-Eyed Snapper. That would produce enough Lightning Plasma Spirit Pool for all Cooter Clansmen part of his Settlement.
Wally's Settlement will be composed of only Gold Grade Cooter Clansmen. And his Settlement Leader, who would by default be the Cooter Clan Chief would have Mystic Grade strength. After all, Wally would be a Mystic Grade existence by then, which implied his heart would start growing a certain tumour.
