Unknown Location – Underground Lab
The lights flickered violently as the sound of crashing glass and twisting metal echoed through the cold, dark lab.
Beakers shattered against walls. Monitors exploded in showers of sparks. A silhouette moved with wild, unrestrained fury, flipping over workstations and smashing machinery with his bare fists.
BOOM!
A reinforced steel desk crumpled like paper under his strength. The man—his face still hidden in the shadows—roared in frustration.
"AGAIN!" he bellowed, his voice rough, deep, and seething with rage. "Again, he gets in my way!"
He punched a console so hard it cracked the wall behind it.
"Every damn time... every time I move a piece forward, that bastard Izuku shows up and tips the board over!"
His voice was venomous, unstable, laced with fury and a simmering madness barely kept in check.
Footsteps.
From the side of the room, a quiet figure approached. Calm. Controlled. A glint of metal shined as the cold eye of All For One reflected the dim lighting.
"My lord," AFO said with a voice as smooth as oil, "destruction won't bring you peace. You know that."
The man turned sharply, grabbing a thick steel rod and hurling it across the room. It embedded itself into the far wall like a javelin.
"I don't need peace!" he snarled. "I need results! I need that thorn out of my side before he ruins everything, everything I have planned!"
AFO didn't flinch. His master's rage was terrifying, but not unexpected.
"He's become stronger," the man hissed, his breath uneven. "More dangerous. More influential. And now he's… he's changing people. He's bringing light to places I've worked so hard to turn dark."
His fingers curled into fists, knuckles cracking from the pressure.
"That girl—Melissa Shield—she was supposed to break. She was supposed to be an example, break and become a mindless minion in my grand plan. But now look at her… reborn, revered, I-island's hero… And he's there, always there, making things right."
He slammed his fist against the wall, causing it to cave in with a dull thud. The concrete crumbled to dust.
AFO stepped closer, voice quiet but clear. "Then give me the order, my lord. Say the word, and he won't have a moment's rest. We still have agents. Sleeper cells. Allies. Monsters."
The man went still. Breathing heavily.
Then, slowly… a cruel smile crept onto his face.
"Yes…"
He turned, his face still hidden, but the intensity of his presence filled the room like a storm brewing on the horizon.
"If he wants to be everywhere at once… then let's see just how far he can stretch."
He stepped forward, eyes glowing faintly from within the shadows.
"Activate every associate we have left—every last one across Japan. All, from ground level to top brass, including all genetically modified experiments that are ready.
Activate all of them across Japan. No—across all continents. I want chaos. I want blood in the streets. I want sirens howling day and night until the world can't even breathe without tasting fear."
AFO's artificial eye flashed. "As you command."
"Target his allies. His friends. Anyone who knows him, who speaks his name fondly. I want him exhausted. I want him to be frantic.
Let's see if the so-called symbol of fear, acting like the wannabe symbol of hope, can keep smiling when the world burns all around him, when innocent people are harmed left and right just for being innocent."
His voice dropped into a terrifying, composed whisper. "Make it so he doesn't even have a second to rest. Not to eat. Not to sleep. Not even to mourn."
AFO bowed deeply. "It will be done."
The man clenched his jaw, staring at the chaos he had just caused in his own lab.
"Izuku Midoriya... you've protected this fragile world long enough. Let's see what happens when you're pulled in a hundred directions at once. Let's see how long you can carry the weight of everyone's hope."
He turned toward the darkened monitor, where a digital map of the world glowed faintly. Red lights began to blink across it—marks of awakened agents now moving into action.
One by one. Dozens. Then hundreds.
"Let's play a game, hero," he said coldly. "Let's see how many lives you can save… when every shadow wants to take one."
AFO nodded as he pressed the activate button on his phone, sending commands to his network everywhere as he snickered, "You enjoyed while it lasted kid, but you bit more than you could chew and messed with the wrong people.
Getting cocky everytime doesn't mean there won't be consequences, time to face consequences for your actions. Don't worry, after your death, I'll put good use to that brain and quirk of yours, you would become a good quality nomu," AFO snickered as he started receiving signals from his associates.
All For One still recovering, not back to his prime but mighty in spirit, reached his hand toward a screen filled with flickering holograms. One by one, the faces of his most dangerous allies around the world appeared.
A synthetic voice rang out.
AFO: "The time has come. Japan is but the beginning. The world must remember what true fear is."
A massive global map lit up behind him. Dozens of red dots appeared — each a major city across every continent.
North America:-
Location: New York City, USA
Villain Assigned: Wolfram (MHA: Two Heroes)
A grizzled man with metal-infused arms smirked.
Wolfram: "I've waited long enough to taste power again. The stockpiled quirks here will belong to me."
Location: Los Angeles, USA

Chimera: "This city burns with chaos already… I'll make sure it screams for mercy."
Location: Toronto, Canada

AFO turned as he surveyed the grid. His voice crackled louder.

He cut the call.
The global operation had begun.
And Japan… would soon see the flames rising from every shore.
