This is a power that is a higher level than the Rule.
Of course, Holy Domain, Great Emperor, and Demigod, these three, are actually at the seventh tier.
But they are three different levels of power utilization.
Seventh Grade Sanctum, with 'Holy' preceding and 'Domain' following.
'Holy' refers to reaching the seventh tier level, even without mastering Domain Power, the life level has still transformed.
'Domain' refers to the mastery of Domains, the most fundamental being the Rule Domain, and above that is the Law Domain.
Both Great Emperor and Demigod can wield the Law Domain, so, they are much stronger than the regular seventh tier Sanctum powerhouses.
