The division of realms in the Immortal Cultivation World is even more complicated than the minor bureaucratic cliques in The Imperial Court.
There are already significant differences between the north and south. The martial northern Immortal Cultivation World likes to set up the cultivation system as "whatever level of people you can beat up defines your realm." The south, however, tends to be more meticulous, preferring to classify realms more regularly and in detail, even adopting abstract divisions like Level 100.
Therefore, the Taoist Alliance, an organization with the "existing but useless" trait just like the United Nations, could no longer restrain itself. To assert that there still exists an alliance organization in the Immortal Cultivation World, coupled with the Old Celestial Master joining the Taoist Alliance which added a tiny, minimal amount of strength and influence, the Taoist Alliance announced a redivision of realms.
