For the Three Great Alliances and the two major companies, the conditions proposed by Athena were relatively acceptable to the other parties, at least they were attainable. However, when it came to the Heavenly Ancestor Church, Athena showed no such goodwill.

This was Athena's sole condition, and everything else was non-negotiable.
Of course, Athena also provided time for consideration. After all, such a major decision certainly couldn't be made by a single delegate; it absolutely required Rick's approval. So Athena agreed to give Valachi three days to respond.
In principle, this timeframe wasn't too short. But to Valachi, it felt as though no time had been granted at all, for he knew that even if he consulted Rick, Rick would absolutely not agree to such a demand.
