After the automotive industry downturn, the city government didn't actively seek a new pillar industry but chose the most comfortable way to boost GDP: selling land to Spiritual Businesses to hold as Spirit Explosion Spaces.
Because of this, many industries had no room to develop in the city and couldn't provide more jobs, so businesses pulled out one by one, and the city's population was slowly dwindling.
If this city didn't change its current state, it would sooner or later become a wasteland full of Black Box Spaces, and by then, Opportunity City would truly be Monster City.
