Two distinct voices spoke from Obito's body...
Was Zetsu fused with him?
"We'll restrain him. Use Kamui to capture him... He seems to be hiding something." Black Zetsu remarked, sensing an unusual chakra within Danzo.
From their conversation, Danzo quickly pieced things together—

A violent gale surged forth, lifting dust and shattered tiles into the air.
Obito didn't even attempt to dodge. The countless razor-sharp wind blades and flying debris passed harmlessly through his intangible form.
As the winds settled, White Zetsu glanced around.
"Did he run? That old man is surprisingly cunning."
"He won't escape."
A vortex of spiraling space twisted into existence, swallowing the area into an eerie calm.
