You know how humans are fragile—you cut their throat or suffocate them, they die easily. Like that, our representatives casually explained how shifters worked too. They even lent them some advanced weapon designs that were originally created to fight off the mutant creatures caused by nuclear reactions. That was supposed to be goodwill—to help eliminate the mutants around their base.
And besides that, they also provided some powerful technologies, though I don't remember all the details clearly.
