After issuing his command, Uchiha Douhuan gathered all the available Police Department members in the meeting room, leaving only a few to guard the jail and maintain order at the entrance.

Standing on the podium with a stern expression, Douhuan slapped the table twice before speaking.

"It seems that the foreign forces behind this incident are more formidable than we thought! They've even dared to mobilize villagers to violently oppose our enforcement! These are no ordinary villagers anymore!"

"Captain! Just give the order!" A civilian ninja, still wiping rotten egg from his face, shouted from the crowd. "There are several shinobi among the mob! They're not wearing forehead protectors, but the way they throw things is clearly shurikenjutsu!"

"What? There are shinobi mixed in with them?" Douhuan's face darkened. "These malicious foreign forces have already developed to this extent? It seems that today, the Police Department has no choice but to act! To preserve the purity of the Will of Fire, we must crush their conspiracy with overwhelming force!"

Douhuan started calling out units.

"First, Second, and Fourth Squads!"

"Here!" The members of the designated squads stood up in unison.

"To prevent further incitement of villagers, your squads will enforce a curfew throughout the village tonight! No one is to leave their homes—any violators will be treated as rioters!"

"LOYALTY!" The three squads shouted under the leadership of their captains.

"Third and Fifth Squads! Move at once to suppress the rioters at the Police Department gate!"

"LOYALTY!" The members of the designated squads rose to attention.

"Sixth Squad! Stay at the Police Department and await further orders!"

"LOYALTY!"

"Also," Douhuan reminded them, "do not use kunai, shuriken, or other ninja tools, and absolutely avoid using jutsu. Understood?"

"Understood!" The entire room echoed the response.

Once the tension eased a bit, Douhuan continued, "I know everyone's been working hard. To reward your dedication to protecting the Will of Fire, the Police Department will issue two months' salary as a bonus! Additionally, Captain Fugaku is selecting suitable ninjutsu scrolls for everyone, so work hard and catch every one of these rioters who dare to tarnish the Will of Fire!"

Douhuan's words immediately stirred excitement among the officers. Two months of salary plus ninjutsu scrolls? For the civilian ninjas, this was a windfall, and even the Uchiha members felt thrilled. Though they didn't need new jutsu as much, the hefty bonus was still a great boost.

"LOYALTY!" The officers shouted with renewed vigor, their spirits high.

"Police Department, move out!" Douhuan commanded, and the officers, led by their captains, lined up in neat formation and marched out of the meeting room.

The mob grew more unruly, their chants becoming increasingly reckless. Some of the more daring individuals even eyed the police cordon with eager anticipation.

Just then, nearly a hundred Police Department members, wearing uniforms and headbands and wielding batons, streamed out of the Police Department building.

Seeing the intimidating formation, some villagers hesitated, but a few disguised shinobi from the Koharu and Homura factions shouted from within the crowd,

"Don't be afraid! We're all civilians! They wouldn't dare touch us!"

However, their words were met with the cold glare of Uchiha Tetsuyu, who simply waved his hand, commanding, "Police Department, move out!"

With his order, the police units surged forward, pushing past the barrier and advancing toward the mob. Those who had been maintaining the front line earlier received fresh batons from their comrades and joined the charge.

Some villagers at the forefront tried to protest, but before they could say anything, a baton came crashing down.

Watanabe Masashi, a freshly graduated genin who had only been working for two years, found himself at the front. After his father died on the battlefield during the Third Great Ninja War, Masashi and his younger sister had to rely on their mother, who sold small goods to survive. Clenching his baton with all his might, Masashi increased his speed, swinging it so fast it seemed to leave afterimages.

"Vice-Captain Douhuan has the legendary Mangekyo Sharingan. Even if I swing faster, he'll still see my loyalty, right?"

Similar scenes unfolded at various points. Those who stood at the front of the mob, the most vocal troublemakers, were swiftly struck down by police batons, dislocated joints popping in rhythmic succession—a true Uchiha Chiropractic Special.

The remaining villagers, finally realizing that the Police Department was dead serious, broke ranks and tried to flee. But these were trained shinobi, and even the lowest among them were genin who had undergone rigorous training. Villagers who didn't react quickly enough were immediately kicked down and pummeled by swinging batons, leaving them bloody and broken.

The once-defiant mob now scattered in terror, fleeing in every direction, while the Police Department members efficiently subdued those who lagged behind. The villagers who had just been shouting about making the Police Department pay were now groveling on the ground, beaten and defeated.
