In the end, Minato neither approved nor objected to Veigar and Shōgetsu joining the ANBU.
He only left them with one sentence:
"The decision is yours to make."
As night fell, the four of them left Training Ground 44 and returned to their respective homes.
Not long after, just as Shōgetsu arrived back at the Uchiha clan compound, a clansman approached him with a message:
The clan head wishes to see you.
Following the clansman, Shōgetsu soon came face to face with Fugaku Uchiha—the future head of the Uchiha clan—and his father, Tomou Uchiha, the current patriarch.
Tomou had just received word from Hiruzen Sarutobi regarding the proposal to induct Shōgetsu into the ANBU.
And now, Tomou wanted to discuss the matter with Shōgetsu personally.
...
The next morning, 8 a.m.
Veigar and Shōgetsu appeared right on time at the entrance of the Hokage Residence, where Minato was already waiting.
The moment he saw them, Minato asked:
"Have you made your decision?"
Both Veigar and Shōgetsu nodded in unison and responded:
"Yes."
"Then come with me."
Minato turned and led them into the building.
Inside the Hokage's Office, Veigar and Shōgetsu knelt respectfully before Hiruzen Sarutobi, while Minato waited outside.
"Veigar, Shōgetsu," Hiruzen said solemnly.
"Have you resolved yourselves?"
Though inwardly pleased with their choice, Hiruzen still asked the question out of formality—one final confirmation.
"Yes, Lord Third."
The two responded in sync.
Nodding, Hiruzen's expression turned serious.
"Very well."
"By the authority vested in me as the Third Hokage of Konohagakure, I hereby authorize your entry into the ANBU."
Instantly, the two bowed deeper and responded:
"Thank you, Lord Third."
Hiruzen then turned toward the seemingly empty room and called out:
"Tenkaku."
Suddenly, as his voice faded, a figure appeared beside Veigar and Shōgetsu, also kneeling before Hiruzen.
"Yes, Lord Third. Your orders?"
Hiruzen shifted his gaze to Tenkaku and said:
"They're under your care from now on. Take them to complete their induction."
"Understood."
Rising to his feet, Tenkaku turned to Veigar and Shōgetsu with a curt tone:
"Follow me."
They followed Tenkaku through a series of corridors until they reached the ANBU Headquarters, deep beneath the Hokage Residence.
Coming to a stop in front of a room, Tenkaku led them inside. At first glance, the space was bare, empty.
Then, he swiftly formed several hand seals.
In an instant, the room transformed—walls adorned with animal masks, standard-issue uniforms, and rows of ninjatō lining the racks.
"Pick your gear and weapons. Once equipped, I'll explain your responsibilities as ANBU operatives."
"Yes."
The two quickly changed into the standard ANBU attire. To their surprise, the fit was impeccable—almost as if tailored for them.
Seeing them ready, Tenkaku turned and walked out. Veigar and Shōgetsu, now masked, followed closely behind.
As they walked deeper into the facility, Tenkaku began to speak:
"Every ANBU member receives a code name. Think about yours."
"After we complete your registration, you'll officially be under my command."
"I'm one of the ANBU division captains. My code name is Tenkaku."
…
Veigar and Shōgetsu listened as Tenkaku explained the ANBU's scope of operations, regulations, and structure.
Eventually, they arrived at a heavy door. Tenkaku paused, then pointed toward it.
"Inside, someone will complete your registration."
"Enter."
Both nodded.
"Yes, Captain."
Shōgetsu stepped forward to push open the door—only to find it opening on its own just as he reached out.
The two masked operatives exchanged glances, then stepped inside.
As the door shut behind them, two rows of candles flared to life, illuminating the room.
"Ah, new recruits?"
At the far end sat a masked man behind a desk. His gaze rested steadily on them.
"Come forward."
"I handle registration for ANBU. You can call me Minase."
Veigar and Shōgetsu approached.
Minase pulled out two data cards, and with a routine tone, began the registration.
"Name?"
"Veigar Koshima."
"Shōgetsu Uchiha."
"Shinobi ID?"
"009917."
"009556."
"Codename?"
"Akuto (Evil Sword)."
"Fukushu (Vengeance)."
Minase hesitated momentarily when they gave their codenames, but he quickly resumed writing, unfazed.
Why are ANBU codenames self-chosen?
Because they often reflect one's inner self.
Soon, the registration was complete. Minase then sealed their profiles.
"Your files will be stored in the ANBU archives. Aside from the ANBU Commander and the Hokage, no one else has access."
"You're dismissed."
ANBU Protocol, Rule One: Silence.
Veigar and Shōgetsu gave a brief nod and left without a word, fully stepping into their new roles.
Outside, Tenkaku welcomed them.
"Congratulations. From this moment on, you are officially part of the ANBU."
"What are your codenames?"
