Chapter 182 - Kuma's Value to the Police Affairs Department!

The reason Dragon specifically mentioned wanting to meet Bartholomew Kuma was based on the document's explanation.

The Police Affairs Department has three direct subordinate divisions.

First is the Public Security Division, responsible for managing police stations and related affairs within member nations.

Second is the Military Police Bureau, tasked with organizing elite officers to handle dangerous criminals that local police cannot deal with.

Third is the Bounty Research Department, responsible for discussing, determining, and issuing bounty amounts and wanted posters.

Among these three, the Public Security Division is purely administrative. The Bounty Research Department originally belonged to Marine Headquarters but has now been transferred under the Court of Justice.

The key is the Military Police Bureau. It has the smallest personnel count but requires sufficient combat strength. Otherwise, leaving land-based criminals to regular police would become a joke, potentially requiring high-level support from the Navy.

Beyond necessary combat power, it also needs rapid response capability. When major dangerous criminals appear in any member nation, they must ensure timely arrival.

Considering these two requirements, the mastermind behind this first thought of Bartholomew Kuma. Though still young with unawakened abilities, the Police Affairs Department is just being established, with ample time for his growth.

Imagine when Kuma awakens his powers—wherever a target requiring intervention appears in any member nation or island, he could simply send suitable elite military police officers with a single slap based on received intelligence!

To this end, Dragon's second document even "spoiled" Kuma's future abilities in the form of records from previous Paramecia-type Paw-Paw Fruit users.

Additionally, it included detailed personal information about Bartholomew Kuma himself, even investigations into his personality!

"Go meet him yourself at the Sorbet Kingdom in the South Blue and persuade him," Kong said.

Dragon asked, "But since he's a king of a member nation, can he serve as a World Government official?"

"I don't recall any regulations against it. Mainly because there's never been such a case before. Without prohibitive rules, it should be fine."

"At most, you could suggest Bartholomew Kuma relinquish his kingship. I believe he'll understand the significance of joining the Police Affairs Department."

Hearing Fleet Admiral Kong's words, Dragon nodded thoughtfully before asking another question: "What about Sabaody Archipelago? The Fish-man safety zone has just stabilized—we can't let it descend into chaos again."

Fleet Admiral Kong chuckled.

"According to the restructuring plan, aside from maintaining essential Marine branches as rest bases for ships, other island garrisons will become police stations."

"You could simply convert Sabaody's Marine branch into your Police Affairs Department branch—or even headquarters. Just change uniforms and repaint the walls."

Kong was in good spirits, having secured his promotion to Commander-in-Chief of the General Headquarters, which naturally broadened his perspective.

Had he remained Fleet Admiral, such Navy-weakening measures would hardly have pleased him.

"That's a good solution. But I'd like to take some people with me. Is that acceptable?" Dragon asked.

"Who?"

Marshal Kong didn't mind much. The Police Affairs Department wanted to poach many people from the Navy—ten thousand from headquarters in the first batch alone, with more to follow. It wouldn't be wrong to say they were systematically dismantling the Navy branch by branch, so one or two more individuals hardly mattered.

"I brought Black Cat 'Tripod Cat' and White Cat 'Fishing Cat' from the South Blue. These two Zoan-type Cat-Cat Fruit users seem perfect for military police work," Dragon said without hesitation, listing the people he wanted one by one. "Then there's Gasparde, the Special Paramecia Candy Fruit user. His abilities are ideal for capturing criminals alive—another great candidate for the military police."

He even mentioned names like Rear Admiral Avène, Rear Admiral Yamakaji, and several other Navy officers, causing Kong's face to darken with each name.

"Enough!" Kong finally interjected. "Out of all those you mentioned, I can only approve the two 'cats' for you. As for the rest, you'll have to take it up with Sengoku!"

"..." Dragon sighed inwardly. Convincing Admiral Sengoku would be an entirely different challenge.

"Wait a minute!" Garp, who had been listening silently, finally grasped the situation. His face darkened as he glared at Marshal Kong. "As his father, I haven't agreed to this nonsense about transferring my son to some Police Affairs Department!"

"The World Government has ordered it, and Dragon himself has agreed. What does your approval have to do with it?" Kong retorted, puzzled.

SLAM!

Garp slammed the conference table hard. "I trained this boy since childhood to become an outstanding Navy soldier! Now that he's finally grown into his potential, you want to kick him out? Over my dead body!"

Kong frowned, displeased. "He's not being kicked out. The Police Affairs Department genuinely needs Dragon to take charge. This is about proper allocation and utilization of talent!"

Garp scoffed coldly. "Don't think I don't see through this. The Marine Admiral positions are full, so you're shuffling him off somewhere else to make room."

"Nonsense!" Kong roared, slamming the table himself—leaving a visible palm-shaped dent in the surface. "Listen here, you damn fool! Sakazuki has already been transferred to Army Headquarters as a Vice Admiral. Soon, he'll be promoted to full Army Admiral!"

"What?!" Both Garp and Dragon were stunned. The former exclaimed in disbelief, "That magma brat hates pirates more than anything! There's no way he'd agree to leave the Navy!"

Kong glared back icily. "Whether it's possible or not isn't your concern. The fact remains. I'm telling you—Dragon isn't being transferred because the Navy is 'full.' The Police Affairs Department needs him. Understood?"

"..." Garp fell silent. If even Sakazuki had been moved to the Army, then Dragon's transfer to the Police Affairs Department didn't seem so unusual. Yet, the bitterness remained.

"Alright, that's all I have to say. You can go now. Dragon, make some time to report to the Court of Justice—they'll discuss the details with you further." Kong waved his hand wearily.

"Understood."

Dragon nodded, then stood up and transformed into a whirlwind, bursting through the conference room doors before vanishing without a trace.

The sight made Garp's veins bulge on his forehead, his massive fists clenching with audible creaks. "That damn brat, running off so fast!"

With that, he turned to chase after him—today, he was determined to drag Dragon into a 'special training session of love.' But just then, Marshal Kong's voice called out from behind him.

"Come to my office at eight o'clock. Before I leave the Navy, I want to see what you look like wearing that admiral's coat, you bastard!"

"Uh—"

Garp froze completely, then promptly disappeared from the conference room without giving any response. Only the sound of Marshal Kong's triumphant, booming laughter echoed in his ears.

"HAHAHAHAHA!"
