The Lower Layers of Neo-Tian could be said to be the city's foundation. Its forgotten depths were a vast, decaying strata built upon centuries or even millennia of discarded infrastructure, abandoned dreams, and illicit ambitions.
Unlike the glittering, ordered tiers of the Upper and Middle Layers, the Lower Layers were composed of a sprawling, lawless labyrinth where light during the day struggled to penetrate. Furthermore, the air was polluted with the residue of a million forgotten lives and dying technologies.
Eight sectors comprise the Lower Layers. Sectors Delta, Epsilon, Gamma, Zeta, Theta, Kappa, Sigma and Phi. Each one is a part of a distinct, dangerous ecosystem.
