In the original story, Kumogakure is generally depicted as a "martial arts faction, just do it" type of village, showcasing strength second only to Konoha, but other aspects are vaguely described, even the names of the past Raikage are not mentioned, only their inherited titles.

In short, it's a stereotypical portrayal.

This is a limitation of the work; it's impossible to describe everything in detail.

But in fact, Kumogakure is a complete and comprehensive large ninja village. Although the current timeline is only after the First Great Ninja War and before the Second Great Ninja War, many things may be different from decades later, but Kumogakure has its own system, its own style, and its own foundation.

It's not the stereotypical power depicted in the original work.

What surprised Arashi most was Kumogakure's system of governance.

Many people were already in the shrine, all elders or elites of the Yoruzu clan. Arashi, who had been a little sleepy after dinner, was now wide awake.

Arashi thought, "Finally!"
