The Land of Earth is a vast country composed of multiple mountain ranges, forests, and other natural creations.
A rather large village is situated between two mountains, in it live approximately 700 people, their daily lives are quite peaceful and nothing really interesting happened until recently when the Chief of the village was killed by someone unknown, quickly after the murder a squad of chunin was sent to investigate, unfortunately they did not find any clue about who is the murder the only thing that they could do was to write a report to their superior's about this matter.
That is why an Anbu squad is currently interrogating everyone in the village.
After the chunin squad informed their commander about their failure, a meeting was held and it was agreed that this murder was most likely committed by the new criminal organization, and it was decided to dispatch an Anbu team to investigate the matter.
After interrogating all of the people and inspecting the Chief's residence, they discovered that all of his riches disappeared most likely taken by the criminal.
Unfortunately for the Anbu, they still had no idea who could have done something like that, even though they knew it was a criminal organization, they didn't know their face and couldn't post a bounty on them in the bingo book, and they couldn't sense any trace of chakra left.
There are two possibilities for why they were unable to locate any trace chakra in the house.
1- The criminal did not employ chakra.
2-The criminal is successful in concealing their chakra.
The second choice is the worst since it implies that the culprit is a rather powerful ninja and that he or she is skilled at concealing chakra, which might make it difficult to discover them.
This was the only information they obtained during their investigation; at the end of the day, they had completed their report and had to delivered it to Iwa; the next day, they were returning to the village; they still had many more vital missions to do.

Somewhere underground in a secret location, a very important meeting was taking place.

No, the Anbu did not locate any clues.
Why do we even keep sending them it's been two mounts and they still don't have any information?

Even if we all want this organization to by gone, we don't have the choice to do so for the time being.

Azuki Shōrihana the leader of the Shōrihana Clan was meeting with Kotani Dorohai the leader of the Dorohai clan .
Azuki Shōrihana: I'm delighted that you accepted my invitation.
Kotani Dorohai: I accept it because I'm curious what another clan head might want from me.
Azuki Shōrihana: I'd want to discuss something really significant.
Kotani Dorohai: Yes, please tell me more.
Azuki Shōrihana: As you know, Onoki utilized money to pay the correct individuals, who assisted him in making Arano the Tsuchikage.
Kotani Dorohai: I'm aware of that.
Azuki Shōrihana: That is why I offer an alliance with you in order to get rid of Onoki and replace the Tsuchikage with someone else.
Kotani Dorohai: If your intention is to revolt against the Tsuchikage, please know that our clan will not assist you.
Azuki Shōrihana: And why wouldn't you assist us?
Kotani Dorohai: If you revolt against the Tsuchikage, you will lose because Arano is the strongest man in this village and maybe the strongest Kage, and even though Onoki is elderly, he still has the might of a Kage, and there is also Han, the jinchuuriki of the five-tails. Furthermore, the Tsuchikage will have the backing of his clan, Onoki also, not mentioning the Anbu, who is completely devoted to Arano. All of these makes a coup unthinkable.
Azuki Shōrihana : I knew you were going to say something like that, so I'll let you in on a little secret.
Kotani Dorohai : Do so
Azuki Shōrihana: I already know we cannot go directly against the Tsuchikage, which is why I'm funding a rather powerful criminal organization that will surely interfere with the Tsuchikage faction.
Dorohai Kotani: If the Tsuchikage discovers this, he will not hesitate to kill you, and if your clan decides to assist you, the entire clan will very likely perish with you.
