And after sometimes, they all arrived. The department heads entered the grand hall of the Lord's residence, each standing tall with a sense of pride and discipline. As they took their places around the large round table, Arthur sat at the head, his gaze sharp yet composed.
But this time, a new figure has come. Arthur remembered him, he was the new alchemist He summoned this morning.
He looked toward Robin, the head of construction and infrastructure, and asked calmly but firmly, "Robin, have you built all the departments?"
Robin took a respectful step forward and bowed slightly before responding in a clear, confident voice.
"Yes, my lord. All primary departmental buildings have been constructed and structurally reinforced. The departments for Creation, Agriculture, Equipment Management, Mining, Territory Administration, Medical Services, Defense and alchemy are now fully established."
The other heads of departments gave subtle nods of agreement, a silent acknowledgment of the smooth progress being made under Arthur's leadership.
Arthur looked at the Alchemist.
"Joseph, is he the one you selected from 10 alchemists."
Joseph stepped forward with a calm, respectful demeanor and gave a slight bow.
"Yes, my lord," he confirmed, his eyes briefly shifting to the young alchemist standing near the doorway before returning to Arthur. "This is Kalein, the most promising individual among the ten alchemists summoned this morning. His theoretical knowledge, practical skill, and mana control are already far above the average."
Joseph continued with a measured tone, "He's demonstrated the ability to produce gold rank healing potions and basic enhancement elixirs with nearly flawless consistency. that is not all my lord, kalein has also leadership skills."
Arthur studied Kalein for a moment. The young man stood tall, hands respectfully clasped behind his back, his expression calm but filled with a quiet confidence.
"Very well," Arthur said. "Kalein, from this moment, you are appointed as the head of the Alchemy department of our Territory. I expect discipline, results, and innovation. All other 9 alchemist will work under you."
Kalein stepped forward and placed his fist over his heart, bowing deeply.

All of the department heads gave respectful nods, their expressions calm and composed.

"The departments are operating without any setbacks."
Arthur gave a small, approving nod.
"Good. Then I want all departments to begin operating efficiently from tomorrow. If more staff are needed, don't hesitate to recruit from the territory."
His gaze turned toward Joseph.
**"Joseph, your first task under the Territory Administration Department will be to create a currency for our territory. Something standardized, secure, and scalable. Work with the other departments if necessary."**
Joseph responded with a firm nod.
"Understood, my lord. I'll begin drafting the framework immediately."
Arthur said in a firm tone."I will divide the Territory Administration Department into two parts. The first will oversee general territorial management, and the second will be responsible for establishing and maintaining the Military Credit System. Joseph, I want you to appoint a responsible and capable individual to head the military credit division and ensure the system is created as soon as possible."
Joseph stepped forward and placed a hand over his chest respectfully.
"Understood, my lord. I will personally oversee the division of responsibilities and select someone trustworthy and meticulous to lead the military credit system. You can rest assured, the foundation of this system will be established within the next two days. We'll ensure that every soldier's contribution is fairly recorded and rewarded."
Arthur then looked at Robin.
"Robin, your division of the Creation Department will upgrade the territory walls using the platinum rank blueprint I provided. After that, focus on constructing more houses for our people. Once that's done, continue expanding the military base. Roads and other necessary infrastructure should follow."
Robin stepped forward with a hand over his chest.
"I've already assigned teams for each phase, my lord. We'll begin the wall upgrades at first light."
Arthur turned to Sam next.
"Sam, your branch of the Creation Department will handle carpentry. Hire more staff if needed and continue creating furniture for all residences. For now, everything will be distributed freely—until our currency system is implemented."
Sam bowed slightly.
"It will be done. The workers are ready, and production will begin immediately."
Arthur's eyes moved to the Agriculture Department leaders.
"Ash, Lisa—your farming operations will begin tomorrow on the southern side, near your department building. Hire more people from the territory if necessary."
Lisa responded first.
"We've already surveyed the land, my lord. It's fertile and ready for planting."
Ash added,
"We'll begin preparations at dawn. The more hands we have, the quicker we'll produce results."
Next, Arthur addressed John.
"John, the Equipment Department will start producing weapons and armor for the soldiers. I also want your team to forge basic tools for farming and other construction needs."
John gave a confident nod, arms crossed.

Arthur turned his attention to Mark.

Arthur then looked to Isabella.
"Isabella, your Medical Department must be ready to handle any injuries. Also, begin a monthly campaign—every citizen must visit the department for a checkup once a month. Make it routine."
Isabella bowed her head gracefully.
"Of course, my lord. I'll ensure we're well-prepared and that the campaign is smoothly conducted."
Finally, Arthur turned to Blaze—the towering Platinum Rank Hero and commander of the Paragon Guardian Unit.
"Blaze, continue patrolling the territory. Until everything is secured, we can't take any chances."
Blaze stepped forward, his eyes calm but resolute.
"Understood, my lord. The Paragon Guardian Unit will double our patrol coverage tonight. No threat will reach our people under my watch."
Arthur looked over the table once more, the faces of his trusted leaders reflecting dedication and readiness.

As for the seeds needed for farming, Arthur had already handled that matter. They were openly offering rewards to anyone who could discover and share the location of his territory. Their messages were filled with resentment, fear, and jealousy. Arthur skimmed through them with a calm expression.
He wasn't worried.
No one could find his domain. Arthur was the only lord whose territory had spawned deep within the vast and mysterious Dark Forest. Whether that was good fortune or an ominous twist of fate, offcourse Arthur don't know about this.
But he understood one thing clearly:
